That's what they will need, a B-2 visitor visa. They will be asked for financial information, but you should be able to finance their trip for them. It will cost them $100 each to submit an application and try it.
You might want to have them contact a good travel agent there in the Philippines. A travel agent can tell them how to qualify and help them with some of the details, like NSO documents, passports, etc.
