From what I personally have seen over the years, the big difference between Filiipinas and Latinas is the one you've already found for yourself. There is a refreshingly different attitude with many Filipinas from any other group, including American Woman. That said, these women are still individuals and your expiriences will vary.
The perception of "Agency Tours" I got from years here on the Asian board is that you will mostly meet "Bar Girls" I'm not saying that's good or bad, I'm just saying that is what I have been led to believe in the discussions here on that topic. Again, I'm not making any judgement, but if you are looking for what many of us have found, I doubt you will find it on an organized tour. I could be wrong, but I don't think anyone here has met their Mahal through an Agency. I can't begin to say there aren't plenty of quality, marriage minded women on these "Tours", because I don't know, but what I do know is that none of the wives I know would have ever considered becoming part of an agency tour. It's just not their way.
If you are going to Cebu, join Cherry Blossoms and meet women there. There are tons of nice young ladies from that region that I'm sure would be glad to meet a good guy who is sincere and comitted. Obviously letter writing takes time. So join an email based penpal site. Find one with a chat room and you can speed the process along that way. No matter what you do, we will be here to help along the way
My best advice? Don't try to make up for lost time. Anything good takes a certain amount of patience and perseverance. Make a plan, stick to it and enjoy the ride
