However, there are special rules if you enter directly into Odesa or Simferopol (that is - you do NOT first fly to Kyiv and then connect to Odesa or Simferopol - you must fly to one of those two cities DIRECTLY from another country).
In that case, here are the special rules for a US citizen:
Visa can be issued on arrival for a max. stay of 14 days if
travelling as tourist and:
- arriving directly at Odessa or Simferopol airport;
- holding hotel/tourist vouchers from tourist organization registered at Ministry of Foreign Affairs; ;
- holding 2 photos;
Fee: USD 29.-, (or equivalent).
Passenger may be required to show a legitimate invitation from an official sponsor in Ukraine.
All passengers must, on arrival, fill in the Immigration Card. The card must be presented together with the passport when entering and leaving the country.
Non-compliance with the entry regulations will result in fines of USD 700-800.-, for the carrier and deportation by same carrier on first available flight.
