Wouldn't it be nice if the Russians unilaterally eliminated visa requirements?  Would increase revenue from tourism and more than make up any loss of income from fees I am sure.  I can't imagine what the down side would be.

Might even shame the INS into relaxing their requirements.
That is probably a "pipe dream" with all the "Homeland Security" paranoia.
