What does it mean, when a girl writes,  that she speak  E-1 english?

E-1 is English spoken at level one of a five scale (FWIW).

A highly subjective interpretation of language skills. If she is rating herself it probably understated, if rated by an agency it will be overstated in most cases.

Thanks Rags,  she was rating herself and he written english is much better than mine.
So as you said, she is under-rating herself.
