The average worker in Ukraine makes $150/month.  There are widely varying standards but I would say your friend is getting scammed.  For an American to stay in an apartment in Ukraine they will charge between $15 and $20 per day but that is because we feel that is cheap, which it is compared to most hotels, but Ukrainians don't pay that because they can't afford it.

C'mon man a Ukrainian paying $450 per month in Nikolaev? Maybe in Kiev. But for what she called a "modest flat". Gimme a break! I agree for us $15 is great. Heck I paid $25 in Lugansk & I was ecstatic only to have my friend tell me he could rent me a room at a hotel for $12 a night. THAT SAME HOTEL would charge ME $42!
