I am corresponding with a girl from Belarus, and she says that it's virtually impossible to get an exit visa from the country if you intend to relocate permanently to another country. She also says that she knows of numerous cases when people were giving huge bribes to officials to try and get out, still with no success.
Does anyone have any experience with this?

Id , I have limited experience with what you're asking about , but maybe I can answer your question .

I need a little clarification from you , as I am not exactly sure what you're asking . You said , "....she says that it's virtually impossible to get an exit visa from the country if you intend to relocate to another country..."  I can interpret this in 2 ways ; are you asking :

1. Will she be allowed to leave the country to relocate permanently to your country ?

Or are you asking :

2. Will she be allowed to travel freely outside of Belarus ( perhaps to visit you or meet with you in another European country )  ?


If you're asking if she'll be allowed to leave Belarus to relocate permanently to your country , then the answer is Yes , and it isn't exessively difficult provided her documents are in order . I know of 3 women from Belarus who have moved here to the USA . One moved here about 2 years ago ; and the other 2 have come here in the last 4 months . In each case , the women were allowed to leave Belarus , travel to the American Embassy in Warsaw , get their medical examinations and interviews , and return to Belarus . A short time later , the visas were approved and the women left Belarus for the US . No major hurdles .

If you're asking if she'll be allowed to travel freely outside of Belarus , for the purpose of either visiting you in your country or meeting you in some other European country ; then your lady in Belarus is correct . It's not impossible , but it's very difficult . I know of one woman from Belarus who was allowed to travel back and forth between Belarus and Russia a few times . These were business trips , only a few days each , and it was several years ago . Any citizen of Belarus who wishes to travel outside the country must first obtain permission from the government to do so . They must be able to demonstrate a valid reason for traveling abroad ; and must do so to the satisfaction of whatever government official is reviewing their application . Citizens with work and/or government - related business abroad have a much greater chance of approval than those who simply want to take a vacation . Those wishing to do so must demonstrate to the officials reviewing their request that they are not a 'significant flight risk' . Permission can be denied for any number of reasons imaginable ; it is a hit-or-miss proposition at best . Government permission is sometimes granted for travel abroad , but from what little I know about it , it is pretty rare . Spend some time reading the Belarus news reports ; the cases concerning persons being denied permission to travel outside of Belarus come up in the news quite often . So , if that's what you were asking , I'd say that your girl from Belarus was right . You can give it a try , but I don't think her chances are too good .
