Very common..  Of course they often don't take the time to answer many of your questions because they are sending the same letters to many guys..  If I could count the times I got the letters you describe.. ;-)  

Be sure and tell her that it's just terrific that she can get a visa and that you are more than willing to wait for her to save for it!  See what happens..

Looks like after six months she'll have enough for her "visa" and $10 in lunch money for the ride over.  :-)
