certainly not enough to make an informed opinion or give advice.  Their situation could be any of the following:
1.  The husband is an idiot and doesn't know how to file for AOS.
2.  The husband is a control freak and wants to keep his wife's status uncertain as a measure of control over her.
3.  After all the costs of bringing her over and getting married, he simply doesn't have the money now to file, and she doesn't understand that money doesn't grow on trees here.
4.  They are having deeper serious marriage/adjustment problems and he is thinking more about filing for divorce rather than filing for AOS.

Whatever the problem, I'd say their deeper issue is one of communication.  If she won't say WHY he won't file for her status, if she doesn't understand _his_ position, she needs to start by sitting down with her husband and talking with him, not just talking at him.

Thanks Terry for offering help. All I can say at this point that I personally think the story is true ( she wrote it in Russin btw).I will ask her where she live and tell that you are willing to talk to her husband. Thanks again.

If the man has the money and is refusing to file her AOS then he is a fool! She is here out of status and he is guilty of harboring an illegal alien. He is subject to a huge fine and imprisonment. She should find a way to let him know this. If the guy has the money and isn't filing because he just wants to be in total control he is only fooling himself. On a technical note, although the k-1 visa is for 90 days, she actually has 179 days she can be here before the INS will impose any restrictions on her. So if nothing is done within those 6 months she better have found a way to solve this problem or fly back home.

It is the law..to report to the INS for AOS after marriage.
