(man writes similar letter-I have known woman since date, etc). Woman's letter should be in her native language and a certified translation into English included with it.
Certified translation? Who is 'certified'? I did my own. Basicaly anybody competent can do it. (no education nor 'native speaker' type rules are specified, just that the person is competent). I don't have the forms in front of me, but they do give a required wording (which you can get off their website), something like: I, name, certify that I am conversant in both x_language and Englush and that this is a true and accurate translation of the document ___leter of intent to marry__- which is attached.
