Is it better to get married over there or do a K1.

(it's not for me, but I have a family friend who might need this information.)

You do have the choice of either marrying over there or filing a fiancée petition. Which is better depends on each individual case and the wishes of the parties involved. My advice is to always try to let the bride have it her way.
