If you have Win9x varients (95, 98, Me) or if you run WinXP, you can run MSCONFIG (Start, Run, MSCONFIG). Then, go to the startup tab. Then start looking at everything that starts up. If you have a REGEDIT entry, there's a good chance that's it. I've seen another that was an executeable that ran with a /noshow switch. Uncheck that box and don't reboot yet. Next, reset your homepage again. Now, reboot.
Give that a shot and see if it helps.
