P G Wodehouse had something like it.

A character in Code of the Woosters (i think)
name Roderick Spode, the Amateur Dictator gives
a speech with lines like

"The future lies ahead!"

"Tomorrow is a new day!"

Wodehouse is a great read, if you're a reader.

I don't know who said the quote in question. I prefer, "Who dares Wins."  The motto of the Special Air Service the premier anti-terrorist special forces unit after which all others are modeled.
