A friend of mine is going to Kostanay in Kazakhstan to adopt a baby. would like recommendations on restaurants, cultural events and sightseeing.

He is spending big $ so he would like to avoid the "expense account" catering restarants.  He is more interested in "authentic local" places.

All assistance very much appreciated.
