What's the deal with the travel requirements?

Is a VISA just needed for Business purposes?

When I bought my ticket they threw me a travel requirement link, and it said I needed a VISA.

The impression I get from travel.state.gov is that it is only for business.

No visa needed if you're "Joe Traveler."  Been there three times already within the past year-and-a-half; only needed my passport.
