In your case, for example: (011) to dial out international, then (507) for Panama, then mobile phone prefix (6), then her number. [There are NO city codes for Panama, should you ever call a land-line/non-cell phone #)]
So, for YOUR call to HER cell phone, dial: 011-507-6-###-#### (her number).

When I call my wife's cell in Peru, I have to dial 011 (international prefix) 51 (for Peru's country code) 1 (city code for Lima, non-cell phone) or 19 (if it's her cell phone) then the 7-digit cell number or home phone number.
So, when calling my wife's cell phone, I dial: 011-51-19-###-####.
