The only lu-poll I see if she gets married in the Catholic church and Peru does not recognize the church wedding without a civil wedding then she is tech. not married. But....they probably won't marry her in the Catholic church without the civil paperwork first. You could have a mock type ceramony with out it having any effect and then bring her here on the 129F (finace visa) Just remember you can't be married legally and file for a 129f.

Married at sea by a captain of a ship?Joking mostly here.
I knew a guy who had a sign posted on the back of the seat he steered his boat from.It said " Marriages performed by the captain are only good for the duration of the cruise "
