I think we're all aware that the Col postal service really doesn't deserve the name and there's plenty of corruption on the part of locals who work for customs, the courier companies, etc.
Here's another explanation for pkgs that don't get through:
"I can't even get insurance unless I put an armed guard on each truck," complains Guillermo Castillo, a director with Cerveceria Centroamericana SA, Guatemala's largest vendor of bottled drinks and snack foods. Citywide, more than 12,500 trucks have been hijacked since 1999 -- an average of nine daily -- and their cargo routed to stores controlled by criminal gangs." WSJ, 11 Dec 2003
The company I work for just had product stolen when a UPS truck was hijacked in Mexico City. I imagine truck hijackings by criminal gangs are not unheard of in Col.
