According to the Webster’s New College Dictionary:
Latin American
“Of, relating to, or designating Western Hemisphere nations south of the United States that have Spanish, Portuguese, or French as their official languages”.
By that definition, Brazil with the official language being Portuguese would be Latin American, along with French Guiana where the official language is French. But, Aruba which speaks Dutch would not be Latin American even though it is off the coast of Venezuela.
