Latinintro.com say it is the 20th, but www.flowerstocolombia.com says it is the 13th.

Traditionally it is the second weekend of September.  But since most people in Colombia get paid on the 15th and 30th there has been a push by the merchants to also celebrate on the 20th.  They kind of celebrate the whole month so you can give a gift almost anytime during the month without making a faux pas.
