The US embacy in Colombia no longer provides DCF (direct consular filing) spousal VISA's for non resident US citizens.

Can I marry my Colombian girlfreind in another country (outside Colombia or USA), honeymoon their and apply for DCF spousal VISA in that country. How can I find out which consulate will do this for me?

Some countries only process spousal VISA's for incountry residents do any do it for tourists?

You can only use the DCF in the girl's home country.
