Dialing Cali cell phone from CA?

Is anyone familiar with how you go about dialing a cell phone in Cali from California? Is this possible? As you know, in Cali you need a cell phone to dial another cell phone. In Cali, I also needed to dial the (310) prefix for this particular phone number, however do you dial the (310) prefix if you're dialing from CA? Lastly, do you know if the person in Cali would incur a charge for receiving an int'l call? I don't want to burden anyone with my phone calls. Thanks in advance.

Calipro is correct; dial 011 57 310 + number, and no there is no extra charge incurred on the recipient in Cali.

You dial 011-573-10- and the number. You can call a cell phone in Cali from a land line. But, if you are calling from an agency they don't want to be charged for the call. But you can still buy a card on the street that will allow you to call a cell phone even from an agency phone. If you call from a hotel there will be an extra charge.

Thanks Calipro & Thundernco. I just couldn't figure this one out. I actually bought a used cell phone in Cali and was able to add time without a contract. It was invaluable on a few occasions.
