Bogota Agencies

I have been to Bogota once, but stayed on my own.  A buddy of mine is interested in going there in April. He wants to try out Latin Intro but he doesnt want to pay the $675 tour fee and doesnt want to go during one of the tours.  If he just shows up there and asks to meet some of the ladies from the books will they make deals?  Or are they cut and dry on the prices?  I know they charge the $675 for a five night tour, but if you only want to meet some ladies and either stay on your own, or at the agency, do they still require the whole fee?  Or do they have another deal for that eventuality?   Thanks.....
