All immigration matters are of the strict competence of the authorities of the country to which the interested party is traveling to. In this case, your friend has to contact the Embassy of the United States in Bogotá. The U.S. Consuls in Bogotá will provide the information to your friend so that he/she can obtain a visa. You might want to visit the US Embassy in Bogotá's website for more information on this issue.

My (wife) (husband) is traveling to Colombia with our child(ren). Does the Government of Colombia have a law which states that in order for a child to travel out of Colombia, the child must have a notarized letter of permission from his or her parent?

The Government of Colombia DOES HAVE a regulation by which every Colombian minor abandoning the Colombian territory either without his/her parents or with only one of them, must have the written authorization of the non-traveling parent(s) to leave the Colombian territory. This regulation does not refer to children coming into the country, but to children leaving the Country.

Such regulation is strictly enforced by the Colombian Immigration Authority( Departamento Administrativo de Seguridad).

How often are presidential elections held in Colombia?

Presidential elections are held every four years in Colombia. The next election is due in the last week of May 2002. If none of the candidates obtains more than the 50% (plus one) of the vote, there will be a run-off election between the two candidates with the highest vote, which will take place three weeks later.

You can also contact the organization or foundation from where you were adopted.

Your written request of information, in Spanish if possible, should include the following information:

Your current name and address.
Name of the adopting parents
City, and Date of the legal Sentence for your adoption
If applicable, the name of the agency from where you were adopted
Your name before being adopted
Name of your mother and/or biological parents, if they appear in the documentation for the adoption.
Please bear in mind the following applicable articles of the Colombian Constitution and pertinent pieces of Colombian legislation:

Right to Privacy: Article 15 of the Political Constitution: "Every individual has the right to personal and family privacy and to his/her good reputation, and the state will respect them and ensure these rights are respected".
Thus, the INSTITUTO COLOMBIANO DE BIENESTAR FAMILIAR must guarantee the right of the biological mother and other biological relatives to decide whether or not they wish to meet the adopted person.
As provided by the article 114 of Decree 2737 of 1989 ( law concerning minors), "All documents, administrative decisions, and legal decisions concerning adoption processes must remain confidential for a 30 year period. Copies may only be produced upon request of the adopting parents,- this request may either be direct or through an attorney or family defender-; upon request of the adopted person who reaches the age of majority; or upon request of the Office of the Inspector General in the investigations that may arise…".
By the same token, the article 115 of the law concerning minors clarifies that: "without affecting the content of article 114, every adopted person has the right to know about his/her origin and the character of its family links. The parents (of an adopted minor) will decide on the moment and conditions in which it will not cause the minor harm to know such information."

We would like to underline though, that the search for biological parents may not be easy, and that it may not end in positive responses. Nonetheless, the ICBF is more than glad to provide help within the legal frame herein described.

FYI, I went through the hastle of getting the proper paperwork from the Colombian consulate stateside for my son, as he and my wife were to return later than I while on vacation in Colombia.    My son has a US passport - the consulate still says it's required for him.  The paper was never requested by anyone at anytime in Colombia.  If you think about it, really it's only the airline that checks your papers when leaving Colombia - the other check by officials is just to see that you have your boarding pass and ID to enter the secured are of the airport.  This was American Airlines.  I will not hastle with getting this authorization ever again, as it takes a full day for me to get it stateside, and I have to go before the consulate in person, and they're not in my home city.  IMHO, it's just a ploy to get some filing fees and to track the # of kids for some useless government report.  Of course, YMMV

El costo de las visas depende de cada caso, por tal motivo se le informara en el momento de realizar el tramite correspondiente.  El aplicante deberá presentarse personalmente al Consulado. El tiempo de trámite mínimo es de 48 horas y en algunos casos hasta de 2 semanas.

The American Friends Service Committee Colombia is looking for volunteers to help run our January 24th Colombian Cultural Kickoff Event at La Pena Cultural Center in Berkeley.Ê The event is a benefit for our campaign to connect bay area youth with needy young refugees in Colombia, and will feature fabulous Colombian dancers, musicians and performers from the Bay Area.
