Divorce decree verses divorce certificate

I thought I had gathered all my documents to get married in Colombia.  I aquired a certified copy of my divorce decree from the country clerks office.  I sent it to the Sec of States office in TN for an Apostile but it was returned.  They will provide an Apostile for a divorce certificate from the vital records office but not for a certified copy of a decree.

Does anyone know if this certificate is acceptable in Cali or does it have to be the decree?

Divorce certificate from Texas worked for me at notary in Bogota for Feb 6th wedding.
