When I had to get a police report tranlated for the Colombian Consulate so I could get my marriage visa, I called them and they gave me a name of someone to translate it.  The people were great, the price was reasonable and they knew exactly what I needed for the consulate since they worked with them regularly.  Calling your nearest Colombian consulate or embassy might be a resource.

Just don't make the mistake I made. I looked through the St. Louis yellow pages and found an economical but official translater. Turned out they were actually in Texas but no problem just fax the document and they'd returned it translated and noterized. Fine, so so far so good but when I trundled down to my local government building to get the document apostilled they said "Sorry pal, Missouri doesn't apostille an out of state notorization." Hmmm...bummer!
