More help please. Era has some kind of a birth certificate. She says that she needs a NSO birth certificate (3 copies). She has tried to call Manila but gets no answer. She lives in Cebu. Is it possible to get them in Cebu without going to Manila? if so how/where? She goes to CFO seminar Thursday and I told her to ask there. Thanks, (especialy Ray) capt david

This is Don's wife writing.  My own idea based on what I did before is that, she should have her birth certificate authenticated in Cebu before going to the seminar at NSO office.  She can go to the local civil registrar for authentication.  It is located accross University of Cebu corner Sanciangko Street or accross the Post office of University of Cebu (3rd floor).  Just send us an e-mail then I  will explain her how to get  thru.

Capt,

Your fiancée is correct. The locally issued birth certificates are acceptable for most all situations but the U.S. Consulate requires that they be issued by the NSO in Manila on special security paper for visa purposes. She can not get those in Cebu.

If she goes to Manila to request it in person, it usually takes 1-2 weeks to get pick them up. She can also have a friend or relative in Manila do it in person for her with written authorization.  Like some other posters already mentioned, the NSO now has procedures to request documents by phone or on line. My wife ordered documents by phone and it took a long time to get through. It takes a lot of patience and you just have to keep dialing the number. They are available 24 hours and it’s usually best to call late at night (1-3 a.m.). If she is using a cell phone, she should have it loaded with maximum minutes and it's a toll call from Cebu. When she gets through, an assistant will explain everything to her and tell her how to make the fee payment. She should have a copy of her birth certificate handy when she calls.

I think the best bet would be the new “E-Census” on line system.

This was posted quite a while back by Tess:

  The National Statistics Office in Manila...came up with a new procedure in getting papers...like Birth, Death, marriage and no
marriage certificate...all you have to do is dial the number 737-1111 and a friendly operator will assist you...The documents will be
delivered in your home thru LBC...

You don't have to go to the NSO Office and fall in line for days....
