I remember some time back we were discussing cell phone usage in UKR and somebody had a good idea of purchasing an 800 service for people here in the us to call that was forwarded very inexpensively to the Kyivstar SIM that would be purchased in Ukraine.

If anybody remembers the details of this I would appreciate your help since I have not been able to find it in the archives yet.

I think you are referring to "dial around" services.  With those you can dial a toll free number in a city (like say, St. Petersburg) and get a dial tone to make long distance calls.  Go to: http://pointme.to/expresspin/ldservices.htm and click on "DialAround" on the menu located on the left hand side. Only one that I have heard any good about is the "accudial" option. (Haven't read or heard anything about the others they have listed.)
