Extremism, Xenophobia Rising in Russia

MOSCOW - Semyon Tokmakov stretches out his hand and points to a thick scar he got from assaulting a black U.S. Marine six years ago. The attack cost him 1 1/2 years in jail, but Tokmakov says he has no regrets.

"We are waging a racial holy war," said Tokmakov, 28, an informal leader among Moscow's skinheads, whose violence appears to be rising.

Over the last several years, Russia has become a strikingly hostile place for all those with African, Asian or so-called Caucasian features — the dark skin and dark hair typical for the peoples of the mountainous Caucasus region.

The U.S. Marine was badly beaten in 1998 in a Moscow market, one of several foreigners targeted in recent years. The last few months have seen an especially shocking series of brutal racial attacks, such as the stabbing of a Guinea-Bissau student in the central Russian city of Voronezh, the killing of an Afghan asylum seeker in Moscow, and the slaying of a 9-year-old Tajik girl in St. Petersburg by suspected skinheads.

Ethnic minorities in Moscow complain that beatings and insults are almost a daily occurrence.

"Racially motivated crimes are growing in number and brutality by the year," Alexander Brod, head of the Moscow Bureau for Human Rights, told The Associated Press in an interview.

According to a two-year study conducted by Brod's bureau and a few other groups, there are about 50,000 skinheads in Russia, with the two biggest cities, Moscow and St. Petersburg, home to about 1,500 each. It said 20-30 people have died in such attacks annually in the past few years, and the number of such crimes is growing by 30 percent per year.

"When you kill cockroaches, you don't feel sorry for them, do you?" Tokmakov said, when asked whether he felt sorry for the slain Tajik girl.

The growing extremist sentiments are rooted in Russia's economic problems, including high unemployment in many regions, and the collapse of the Soviet Union, which sent hundreds of thousands of migrants from poorer former Soviet republics to Russia seeking jobs.

"Why have they all come here?" Tokmakov said. "They bring nothing but drugs and AIDS (news - web sites). Every day they harass and steal our women."

Ethnic tensions are also fueled by Russia's nearly decade-long military conflict in the mostly Muslim province of Chechnya (news - web sites). Since shortly before the start of the second war in 1999, Moscow and several southern Russian cities have been shaken by a series of deadly blasts and suicide bombings authorities blame on Chechen rebels, which have further intensified xenophobic sentiments.

Political parties and politicians openly played the nationalist card in the December parliamentary vote, calling for the ouster of migrant workers and promoting Russia for Russians. Two such parties enjoyed victory in the election.

Tokmakov said he and his associates had been on the ballot of one of these parties, the Homeland bloc, but their names were later crossed out. Party officials have denied that.

"When there are such economic and other hardships, there are usually two ways of dealing with it — the first is that of contemplating, the second is looking for an enemy and blaming him for your problems. Unfortunately Russia has chosen the second path," Brod said.

Rafael Arkelov, a 47-old Armenian singer who has spent all his life living in Moscow and for whom Russian is his first language, has experienced it all.

He was in a grocery store buying a chocolate bar and a bottle of champagne to visit his friends for a New Year's celebration when a man asked him for some change. After Arkelov refused to give him money, he saw the man approach two youths with shaved heads whom he identified as skinheads standing nearby and whispered something. Several minutes later, after Arkelov walked out of the store, he was jumped from behind.

"They punched me on my eyes, my face, and all of a sudden I couldn't see anymore. Then I collapsed to the ground and they started beating me with their feet," Arkelov recalled. "If it weren't for a woman across the street who screamed 'What are you doing?', if it weren't for this scream of hers, I think they would have beaten me to death."

Brod's study predicted that the number of skinheads could grow to 80,000- 100,000 within the next two years if authorities don't take measures to combat xenophobia. Interior Ministry officials have said they were closely watching 10,000 suspected members of extremist groups, but all too often racially motivated attacks are dismissed as hooliganism.

"Racism isn't unique to Russia, I know it exists in Europe and America," Arkelov said. "But unlike Russia, in those countries it is prosecuted and the state pursues specific policies to combat it."

Racism arises when society itself is ill. Illness today is often poverty. A wealthy nation like Sweden and Norway has the least racism. Germany was quite generous to Turkish until unemployment went up. The U.S. is, in spite of all sorts of difficulty, among the very best countries for racial, religious and ethnic minorities. Where in the world is there any country where 1/3 of the most pretigious occupation, M.D., are held by Asian-Indians, except in India? Is there any country other than the U.S. and China where there are more Chinese professors? Yes, there are many problems that we still have to solve but the progress this country has made in the last century is phenomenal. You cannot eliminate all personal bias because everyone is entitled to hold any opinion. This is a free country in that sense too. But, if you put your bias in practical work, you'll be procecuted and/or sued for damage. This is the country of law and we mean it. The guy who shot and killed a Sihk gas station owner right after 9-11, just because he wore a turban, was procecuted and sentenced to death. The legal system is working. Freedom and equality give this nation tremendous dividends. So many tanlents come to this country. They contribute to the wealth of the nation. MOBs are not the only Russians, who come to this country. We encounter many Russian scientists, engineers, and artists all over the U.S. (Unfortunately, Russian Mafia too.) As Russian economy improves, racism might diminish. That's what I hope. Russia is excluded from EU. Well, that gives us opportunity to move in. In fact some companies are already in Russia. Most of American oil companies are in Caspian area and Sakhalin. Some of the major companies like Caterpillar are also taking roots in Russia. By the way Moscow and St. P are not the only Russia. Don't forget Vladivostock, Khabarovsk and Sakhalin. There are so many unbeaten paths in undisturbed nature. You could find yourself the first and only American out there!

In my travels I have found Scandinavia to be one of the most racist areas in the world. I stayed with a man in Oslo who would only refer to black people as the 'N word' or monkeys. I found it extremely distasteful so I left.

I think racism is brought about not only by poverty but also by unfamiliarity. You hardly ever saw a person of color in Norway, at least 10 years ago. The only depiction of blacks that they knew were from the unflattering portrayals of gang members and thugs in our movies.

A black US marine getting beaten up by some skinheads...No way. That guy needs retraining.I bet WSBill would have put up a better fight.

And as for wsbill, dont ask him to beat through more than a basket full of eggs with a stick (perhaps harsh); but, Yep, Ill *run* with him in a crisis.

As for skinheads; you know the answer.

I was walkin down the street with a lady in Kiev and she pointed out a black guys and said "do you have nigger problems like we have".   I damn near about died.

I didn't say anything... Being in the US Navy, I am bound over by laws which prevent me from descriminating people based on color.   Some of my best friends are people of different ethnic cultures & race.

Hell, if we were all alike.  We'd be some pretty warped individuals, change is good.   Only fools hate, after all wasn't it Jesus who said, "Love your neighbor as I have loved you".

Course, naturally.  Some people can never change, they were molded from one generation to the next and were taught not to change.

Big difference between Russia and America, is white america women are dating non-white men.

Where as Russian women, won't stand for that.

I'm not expert on that subject, just my 2 cents worth.

Whereas the term "nigger" has a clearly derogatory and bigoted connotation in the US, the close cousin of the word (sounds more like neeager [rolled 'r']) in Russian is perfectly normal and does not have the same bigoted meaning as here in the US.

That is NOT to say that Russian/Ukrainian people are not bigoted - they are (at least, in terms of broad categorization and my personal experiences). In fact, when I first met Olya she had prejudices borne of her background that included Armenians, Asians, Blacks, Jews and numerous other ethnic (and religious) groups.

Nearly all those (maybe ALL) have disappeared here in the US - for several reasons. First is, my family has several adoptive children of mixed race who are terrific individuals and have the immediate effect of destroying stereotypes. The fact that I have some VERY close and dear Muslim friends from the Middle East also helped change her outlook. Next is, she spent significant time in a school to learn English and the majority of students were Asian whom befriended Olya and became quite close to her. Finally, her acceptance of salvation and truly understanding what it means to follow Christ's example has been the ultimate counter to her previously-held prejudices.
