travel agency in Moscow

I am looking for a travel agency in Moscow/US that will handle travel for my friend from Moscow to Cancun.   I know that it may be impossible to get a visa, but because my friend has travelled outside Russia before I think it may work.  Any ideas?  I found some good prices on Travelocity but have not way to get travel documents to my friend, so I would rather use a travel agency accustom to doing travel from Russia to the Mexico

Try the Domican Republic. The R/T flight is only $ 700 from Moscow.

No - just know they meet your requirements on paper.
