Does Russia, Ukraine, Belarus etc charge income tax on remittances by Western Union?

It would be my understanding that taxes are included in the fees paid by the sender.
It costs $30 to issue $300 to Ukraine. WU pays local  corporate taxes based on a percentage (I would imagine).
