Not much has changed. If you are flying directly into Simferopol or Odesa, there is now the possibility of getting a visa (for a very short-term stay) upon entry into Ukraine. That is NOT available flying into Kyiv.
There is also the possibility to get a longer-term (up to 5 years) multiple-entry visa without it being a business visa. My daughter was granted a 'P-2' classification visa good for 5 years.
My suggestion is to ask for the multiple-entry 5-year visa. If they don't grant it, you aren't out anything for having asked.
