On a more practical note.
At this time it is extremely difficult to ship parcels and documents to Russia due to some tit-for-tat customs regulations that went into effect at the end of December. As some of you more experienced people already know, whenever the US tightens some customs or immigration rules on goods, services or visas from Russia, the Russians do a counter measure.  This is coupled with a recent change in contractors who do the actual FedEx pickup from Russian Customs houses and delivery.  The result is an airport coustoms house chock full of undelivered FedEx shipments dating back to the first of the month.

If you are like me and have reason to routinely ship items to Russia, beware of FedEx.  I am actively looking for an alternative method, if I find another more reliable possibility, I'll post an update.

Your profile is not very extensive....
So I will presume there is a nearby city.
Find a Euro/Russian deli and consult them.
They ship/receive all the time.

Yeah, it's the Jewish mafia..so?
They are comparitively inexpensive and quite reliable.

The above was informational, nothing more, nothing less.

I fail to see what my profile has to do with FedEx being able to deliver or not, it was just a statement of fact.

I provided the best idea I have found.
Posted for the board at large.

Letters and flats could go just as well through the post office.
UPS will charge well over $300 to ship a 30 lb box to eastern Europe.
A deli guy here in Dallas does the same delivery for $100.

Re the profile..you could be in New York City or Oppossum Point, Missouri..guess who has more Russians?
