My wife returned from Russia yesterday with a tale of typical bureaucracy.  We obtained the pension transfer application paperwork in the Washington embassy several months ago. She filled everything out, and chased the wild geese in Kazan.  They sent her to Moscow, where she fared no better.  I think the next thing that I will do is to just go to the consulate in SF to see if we can get lucky.

Can this be done without heroic effort??
