I got some info earlier from someone about the visa issue of a Russian lady meeting someone in Mexico but passing through France and the US to get there and it seems there is no visa required in France and the US, but has anyone done this.    What is involved in the airport when one arrives in Miami or New York when you are just passinb through.   Do they make you wait  in a separate room until time to make your connection.   How does this work.   Anyone with experience on this topic

I don't know about NY or Miami, but at LAX, many of the airports in Europe, and the major airports in the far east, you are held in a lounge area and do not clear customs in the transit country. You simply wait in the lounge until your connecting flight is announced.

I believe that she will require a C1 Visa, (Transit).
They can be obtained "on-line" for a fee.

If the INS "Homeland Security" BS is too much trouble you may want to examine connections through Canada or Cuba.  There are a lot of ways to get from Russia to Mexico.

I am sure you have your reasons for wanting to meet in Mexico but in my experience it is easier to meet in Cyprus or Turkey.

The people to check with (at least for the US stop) would be La Migra. See www.immigration.gov. Citizens of some countries can change planes without a visa, citizens of some countries are issused a 'transit visa', to citizens of some countries they simply say 'no way, Jose'...I don't know which of these categories Russia falls into, but the web site should tell you or at least give you the phone number to call and ask in person.
