I will be going to Ukraine to meet my sweetheart. We will probably be getting married over there. She has just said that her daughter, aged 7, will have to get permission from her father to come over with her to Canada. Her dad has been ordered to support his daughter, $8/mo by courts and has never seen his daughter since she was 1 yr old, when they divorced. She has heard that some men are asking up to $5000 US to give this permission. Otherwise she may have to go through courts which is also costly and takes time. If we are lucky he may just give the permission, but then it is only valdi for 2 months. My future wife may not have her visa yet as it takes 4-12 minths to get approval to come to Canada on a family status.

have you been close to a AC 130 H/U ? Pretty scary stuff when these guys open up. The 25mm gatling can do 1600 rounds a minute.

All that spook stuff is so very interesting... Ya know  you could be watching satillite tv and have them look in at you through one little pixel.

Or just being near a piece of coax cable to re-radiate your voice pattern..

You guys ever notice the delay in the telephone system when your talking russian to your lady, in your newly adopted russian pimsleur voice... it's because, the NSA is listening in, because your voice print is new to their audio database.

Overseas calls have always been routed through the NSA.  And ya know, 20-30 years ago they had roomfulls of Crays just to do keyword search and analysis, imagine what they can do today with roomfulls of computer edge-tech that make those old Crays look like Univacs?

On the bottom of the ocean listening in to russian telephone calls for the last 50 years.  No doubt, with the japs in our pocket on the design evolution. The RF these camcorders put out a satillite with a good pre-amp and a high gain antenna, no doubt they're always getting the preview of a unique movie... as well as bank security cameras, etc...

60-100 miles up and it's a direct line of sight signal.
And with the UAV's floating around, even closer.

Sort of like that test firing of a Ukraine Missile that brought down a russian airliner about a year or so ago.

Our space command computers no doubt picked that explosion up within seconds, giving us precise GPS location and altitude and the Ukrainian gov't wasn't admitting to it for several days there after.  

I mean, talk about a weak defense.

problem a year or so ago....until his brother-in-law asked the slime-bag 'father' a simple question: "Why do you think the Gringo will pay you $5000 for you signature, when he can give the notary (judge) your death certificate for only $100?"....slime-bag quickly said "Where do I sign?".

Mind you now, I'm not advocating this method, and maybe you don't even have a 'connected' brother-in-law, but.....

While I cannot speak for Canada, my wife had a similar situation.  However, no one has ever asked for it, either at the Ukrainian passport control, U.S. Embassy, or INS at any of the stages of the adjustment of status process.  You may wish to speak with the Canadian consulate to see whether Canada has any problems with her entering without the father's permission.  Ukraine, FWIW, doesn't care or doesn't enforce.  From what I have heard, unless the father objects, which doesn't seem likely in your case, you have nothing to be concerned about, particularly if he's not paying the child support.  FWIW, my wife paid about $15 to get the father to sign the permission which, in my view, is tantamount to giving up your child.  I'm sure, if you needed it, you could do the same.  $5,000 seems very far-fetched.  Sure speaks well for the Ukrainian fathers!

Sounds like a good idea. The Canadian govt seems so concerned with Ukrainian or Russian ladies coming over. They scraped the fiance visa last June. Yet there are many other nationalities coming over daily. You know what I mean. I would be surprised if they didn't care, but it is worth a try.
