NW / KLM is very cheap, going on beyond Amsterdam to Kiev is still a good price, but not as good a price as if you were just going to Kiev.  Between this and the fact that the few flights between Amsterdam and Kiev have always been full leads me to believe the problem that there aren't enough seats into Kiev.
