There are a couple of agencies in the siberia area, you could try them; unless that is why your asking here.

faceofsiberia.com/index.php
is one.
You might try a Google search for Siberia. It would take patience, but an agency listing might pop up.

Check with Alaska Airlines on the net.They still fly into parts of Siberia,I think.

Sorry,I looked foe you and they quit Siberia or its seasonal.But you might email them and ask if someone does.
