A pal of mine is corresponding with a lady from Nizhniy Novgorod, Russia's third largest city. He's thinking of going over there sometime this spring to meet her. He's asked for my help. but I can't seem to find much on the internet at all! Has anybody visited this city? any suggestions about apartments, travel tips, places to see etc?

Try spelling it correctly! (Nizhny NOT Nizhniy).  This will lead you to: www.allrussiahotels.com AND www.4windstravel.com AND much more.

including various european and Russian on some Russian search engines. Found some very reasonable priced hotels, but he's looking for the freedom and privacy an apartment affords.

I've done the search through P-L archives and NN only came up once, when BarryM considered it for potential.
