Need help in Ekaterinburg!

My wife moved to Tashkent from Ekaterinburg.  Turns out she needs a police certificate from

We didn't anticipate this.

Does anyone know anyone in the area that could get this document for us?  Maybe an agency owner or an attorney?  Time is VERY short.  Their flight is scheduled for January 22.

I have the fax number of an attorney in Ekaterinburg.

(3432) 70-33-89

I searched the web for country code.  One site says it is single digit (7).  Another site says dial 88 pause and then dial 10.  Which is right?  If the second is correct is there a way to make a fax machine pause?

Probably best if you give me the whole string, like

011 ?? ?? 3432 70-33-89
