Best to obtain the passport from the Russian Embassy.
Maybe cheaper in the long run.
Maybe faster in the long run.
Maybe a lot less nail-biting (as if we don't do this enough)

Post results on this one....

We live near Washington, DC, and asked about doing the same.  The Embassy response was that documents had to apostiled from the Secretary of State (in our case, Maryland), there were very high fees (I forget how much, but more than a couple hundred), and that it would take a long time.

My wife was able to get a new one on her return visit to Russia.  It did take several (maybe 4-5) weeks, however, even with the help of a policeman friend, so I am not sure what we would have done if we didn't have that kind of time.

She needs to call Russian Consulate in her area and they will tell her everything she needs to do.

You can find phone numbers for russian consulate at www.russianembassy.org

OR she can do it back in Russia if she is planning long-term visit, but needs to find out first what documents she will need, so that she can prepare apostiles and any other documents while she is here.

She talked to the Russian Embassy in Washington.

They said that the only way to change her passport was to go back to Russia.

Now this doesn't make sense since she is now a permanent US resident alien but not a US citizen.

US Consulate in Seattle told me it would take between 3 to 6 months to get new passport here in the States.  I will be doing mine shortly as it expires this summer. I know people who receved passports faster than that.

It really depends what your wife wants to do and how fast. She certainly can get new passport in Russia if she goes back for a long enough visit.

On another note, she can wait till her passport expires and then get a new one with her new name.

I am not changing my name on the Russian passport, so may be that's why Russian consulate response is different. If I have to travel to Russia, I will have tickets in my maiden name and Russian passport can always serve as phote ID in airport. I would need green card when I enter US and at this point, US officers were never interested in my Russian passport. I just don't see the point of going through all the hassle with apostiles to change name in Russian passport. I will use my married name when I go through naturalization process (I am already using it in US for all the paperwork and documents).

No one seems to have been on the board here long enough to have encountered the expiration of a foreign passport.
My wife's Ukraine passport won't expire until Apr 2010.
I had expected she could renew it here (USA) at the Ukraine Embassy. Maybe not.
When does your wife's passport expire?

It expires in 04 but what I worry about is that there is some bureaucratic rule or regulation. Like before you left Russia you had to do something.

What I worry about is if we went anywhere other than Russia we would have problems because her passport doesn't match her green card.

Requires that a marriage license be produced to clarify ID.
I still don't understand the Russian Consulate's responce regarding the passport renewal.
They are supposedly here to aid and assist Russian citizens.
