Finally checked with NVC why they hadn't sent it. They hadn't received it either. Could not check with MSC as they only have an automated line and no live phone support for the public. Upon the advice of National Visa Customer Service Center I Fedexed IRS Internal Audit our problem at the end of January and still haven't heard from them yet. Also in late January faxed authorization to my senator's office to begin investigating our case. I really wish I hadn't blamed the embassy for losing our case. We lost the month of February by having my senator's office inquire there, first.
The good news here is that it was only twelve days from when NVC received our petition until the visa was received. That has to be some kind of record. Of course, I already had a commitment from the embassy to issue the visa immediately upon arrival of our case and the medical had already been completed. Congressional help is the key if you have problems. Don't hesitate.
So, our time from St. Luke's until issuance of the visa isn't a good indicator of anything except how long it takes to resolve an INS screwup. I think others have lately been getting their's in two or three weeks.

though we sent it the first time.
Nov 21, 2001 --- K3 NOA2 / MSC never forwards our petition to NVC
Jan 11, 2001 --- Completed medical at St. Lukes
Mar 4, 2002 ---- MSC acknowledges error and issues new
NOA2 valid until July, fedexes to NVC
Mar 8, 2002 ---- NVC forwards case to Embassy
Mar 16, 2002 --- Visa received
