She needs to give someone a notarized letter authorizing them to pick up her packet for her. Include the case number in the letter and have the person go around noon time to the embassy. They will be able to get the packet in person and give it to your fiancee. It is not at all unusual for the packets to disappear and I am sure that every week many people come to the embassy in the same circumstances. I know I have advised at least 10 people to do this and all were successful in getting the packet in person.
