Most likely Colombia, unless you suggest a different place.

I am very tall, so I prefer tall women (170 +) and also prefer caucasian looking women, not necessarily blondes.

there are not that many tall females in SA ... perhaps eastern europe ..  Ukraine ect ...
as far as looking white in SA ... by all means Argentina ... or southern Brazil ..

Colombia has infrastructure with agencies etc., other countries don't seem to have that. I would not know even where to start.

Someone suggested Bogota and an agency there Latin American Introductions.

Russia and Ukraine are the obvious choices, but some of horror stories I have read on those scares the hell out of me.

every country has horror stories, Colombia, Mexico, Russia, Ukraine,  and all have good stories. if your going for infrastructure in marriage agencies, then Russia, Ukraine, Colombia, Peru and Mexico are your best ideas, their are some smaller oner, Dominican republic. if your looking for tall girls, then Russia, Ukraine and parts of Mexico are your best bet.

A classic look in Medellin is pale white skin with jet black hair like my wife. She burns easier than I do so she is always lathering on the sunblock.

I just get the feeling Tallman really wants to go to Eastern Europe. If he thinks his ideal looking woman would be over there... I think he should go. You can find horror stories anywhere.

Brazil has plenty of tall women (I am six feet tall and I saw many women taller than me, never saw that in other Latin counties).  Plenty of Caucasian looking women, Latina looking women, and African/mixed looking women.  It is a big country with lots of different ethnic types.  Not sure what kind of marriage agency system they have down there, just that they have it.

If you consider going to Brazil be aware that while it is very easy to pick up Brazilian women (if you are fairly attractive and speak some Portuguese), many wont want to be seen out in public with an obvious tourist because they are afraid people will recognize them and think they are working as a prostitute (maybe this depends on the city you visit, if you are in less touristy town than this might be less of a concern for your lady).  Also ethnic background of Brazilians is a lot different from region to region, but all types of ladies are present in major cities. Be sure to ask women you meet if they are already married, many Brazilian women don't wear wedding rings and infidelity seems to be the national passtime for both men and women in that country.  One woman I met casually mentioned on our 3rd date that she would not be able to spend the entire night with me because her husband would get too suspicious

I would try Colombia over Brazil if you are willing to date shorter women.  Even though I myself haven't had much luck finding a faithful woman there,  I think that might be more the exception than the rule.

If you decide on Colombia, and Bogota specifically, you can use LatinLifeMates.com (LLM), or Latinintro.com, they are right next to each other, and if you join one, you can work out a deal with the other when you are down there. 

They use to be one agency about 10 years ago, had a falling out and split.  I have used them both, they both have qualities I like and dislike.  Also they both offer tours (planned parties & events), or you can go down on your own anytime to arrange interviews, dates, etc. They both have their own hotel as well so it is convenient, and there are a couple of hotels that are walking distance to their offices.  Overall, I enjoyed my trips to Colombia very much using these agencies.

They are expensive though, but if you are not up for writing and trying to get to know some women before you get down there on the internet, they will get you started.  If you want to write before you get there, you can try amigos.com and latineuro.com (careful with latineuro, they never take anyone off their list).   I have only been to Bogota, though I have seen in the forums other agencies recommended, and at least one highly rated, but it was not in Bogota.

I am not a fan of the internet writing and spending weeks and months, emailing, webcam before meeting.  I have tried it twice with women from Colombia and Thailand and in both cases, within a couple of hours of meeting these women in person I knew I made a mistake, so I am a fan of using an agency.

I contacted Latinlifemates; they answered their phone, gave me information; Diego was very friendly and upbeat. The price to join $1295, for as many trips for introductions.

Latinintro don't answer their phone, or respond to any emails, I am not sure if they are still in business.

I have used them both.  I got in early, was a member of LLM and when LI split off, have been using both ever since.  I like LLM a little better (maybe because it was my first trip, and it's hard to top the first time), but a very good friend on mine who just married a woman from Bogota not to long ago likes LI better. 

They are basically right next to each other, so if you join one you can walk over to the other agency, talk to them and work out some small fee to meet women in their database.  Everyone is nice down there, and always helpful.  Especially if you go when one (or both) agency(s) is not having a tour.  I have not been down there in 3 years, so not sure if there has been major changes, but that is how it worked then. 

Jim owns LLM and Nelson owns LI (at least they did a few years ago), they both are nice guys and will talk honestly with you.  The only problem you can run into that I have seen a few times is the women that do the scheduling.  What happens sometimes is if a woman likes you, and she happens to be friends with one of the women doing the appointments, you will have a sudden drop in new appointments.  The scheduler will tell you that the women are not interested, or out of town, not picking up the phone etc., basically limiting the appointments so you will spend more time with their friend.

Also too, the hotel is nice, clean and safe but by no means is it a 4 or 5 star place.  If you need something nicer there are a few within walking distance.  If you go down there with a good attitude, understand that you have to spend some money, you will have a great time, and makes some good friends in the States. 

I am sure if you do some searches in these forums you will find good and bad about any agency, make sure you take a read through.  For me, both agencies have been worth it for me.  PM me is you have specific questions.
