I looked at that site http://www.cebuanas.com/ and what they are doing is illegal in the Philippines, particularly the personal introduction service.

Also, I noticed that some of the ladies' profiles list their marital status as "separated". To clarify, only those who have never been legally married or who are legally widowed are eligible to marry. There is no divorce in the Philippines (except for some Muslims) and a legal annulment is a lengthy and expensive process.

Those who list their marital status as "separated" or "divorced" are still legally married in most all cases and should be avoided in the first place.

So, what is their option Ray? Can a "divorced" Filipina go to Hong Kong or something and get offiicially divorced so that the US will recognize her as eligible to marry, or is an annullment the only option?

Jeff,

Annulment is about the only practical option in most all cases. A Filipino couple would have to establish residence in Hong Kong to get a divorce there. Even then, it would not be recognized by the Philippine government.

One exception where the government of the Philippines will recognize a divorce by a Filipino citizen is when a Filipino married to a foreign national is legally divorced in a foreign country and the foreign national spouse has to be the one who originally petitioned for the divorce.

The U.S. government will recognize most foreign divorces or annulments (if done legally and properly) for the purpose of establishing eligibility for a fiancée visa petition. However, that Filipino national would still be considered legally married by the Philippine government as long as they are a citizen.

An interesting side note: A Filipina could conceivably file for an annulment in a California court even if she has never been to California because California has no residency requirement for annulments. If I'm wrong on that, maybe Stephen or William can correct me.

I thought this was against the law,, i thought the only sites around for this sorta thing were web based, operating from other countries,,,so i wonder how there getting away with it,,,or maybe its a scam site.

One thing have learned is not to get involved with a Philipina who is anything but single.

They can probably get away with this stuff until some local politician gets wind of it and requests a government investigation. I know of several people who have been busted under the Mail Order Bride Law. They can and will ban the foreign owners from the country and prosecute any Filipinos involved. Other than that, there isn’t a lot they can do to foreigners operating introduction Web sites from outside the country.

If you should ever become involved with a Filipina lady and have any doubts that she may be single, there is a way to check.

The National Statistics Office (NSO) in the Philippines can issue what they call a certificate of singleness or CENOMAR (Certification of No Marriage Record). They will do a search of marriage records and tell you whether or not the identified party has ever had a marriage certificate recorded in the Philippines. They will also be able to tell you if an annulment or death certificate was recorded.

AND- the consulate, at its descretion, will also send investigators out to the provinces and check the local records. Not all of the files are kept at NSO since it seems to be common, especially in marriages involving Filipinos waiting in the various preference categories for immigration, to marry and then have the documents "buried."

Whenever the consulate sees children listed on a petition with no prior marriages, they find it fruitful to out and do a little checking to find out if there is a marriage paper out there in the hometown or city of birth for that child.

I have been on this mentioned site now for a few weeks,,, 99% of girls ask for money within a couple of letters,

I can only imagine that they are having some success with other guys, who will actually send money to girls they have never met. For me this doent work and i think that men that send money in this manor should shake themselves and wake up, because they are as much to blame for this problem
