The new fee structure is for USCIS fees only, so the cost difference between filing for a CR-1 now and filing after the CIS fee increase will be the increase in the I-130 filing fee only (+$165?). All of the other visa processing fees are State Dept fees, which are not directly affected by the CIS fee increase.
Note: She may have trouble getting a visa if you are living abroad when she applies. You must have a U.S. domicile and they will also need evidence of a steady income preferably from employment in the U.S. Check the rules on domicile before you make the move.
Also, if she is admitted with a CR-1 Green Card, she will still have to maintain a minimum U.S. residence to keep her status. If she spends more than 6 months out of the year outside the U.S., her residency may be affected.
