Mike, Costa Ricans are for the most part white, a good portion of them of Italian descent. In and around Limon there is a large population of English speaking blacks, whose ancestors came over from Jamaica....at least that's what the Costa Rican I was married to for 16 years always told me.....I've never actually been there to know for first hand (she was already in the US when I met her). Colombia (at least the little part of it that I have seen) has a lot of what they call 'triguena'.....mixed Indian and white.......and quite a few more blacks than you might think, about the same proportion as the United states, at least that's what I observed in Cali.....I understand (but haven't been there in person) that around Medellin there are a lot of white skinned, dark haired ones(see Utopia Cowboy's avatar) and a higher proportion of blacks on both coasts.
