Is it a good place for retirement though?  Are there things to do?  Is there minimal winter?  (I understand it is very safe).

Right now I am looking to compare and contrast costa rica vs ecuador vs urugay.  I would need a modern infrastructure somewhat because i would require broadband internet access for me to maintain my business.

I think you had better visit some of these countries prior to making a decision to move there based on opinions and your "research". I for one would love to retire in Medellin, it has the perfect climate for me and while it has a reputation for violence, I enjoy it very much.

It's a terrible place. You need to just put it out of your mind completely.

As I have said in previous posts I have 6 months to play around with.  I would prefer to spend 3 months in 2 countires but if I cant decide 2 months in each of the 3 countries.  Then I move and live there for a year and if i like it I will inquire about buying property.  I agree with you though, you can't just move to another country without living there for a bit

The gent wants a beach . Mde is not an option, he wants a beach-you know, sand, umbrellas, waves. Puerto Lopez is my choice for laid back and Salinas for a city like Cartagena  but better water and nice dry, hot climate. MDE has no beach, Not sure about Uruguay if has a beach .

Right now I have those 3.  I am looking for sites dedicated to moving to other countries.  Jeff S provided a link which I will explore but that was not the one I was thinking of.  Probably I will just look through my posting history and all the responses to me and find it unless someone has it off hand.  I will spend 2 months in each and work from there. I can't wait to start my new life!!!

If you want a beach you can also try Northern Peru (Piura, Mancora, Punta Sal) http://www.vivamancora.com/. It is not as developed as Salinas in Ecuador, but the beaches are very nice and the weather stays warm all year long. The downside is that those cities are pretty small and there is not much to do there.

I live in Trujillo, which is also in Northern Peru, but the climate here is slightly colder than Piura and Mancora. There are beaches here as well http://en.wikipedia.org/wiki/Huanchaco. Trujillo has more things to do (nightlife, shopping malls, restaurants etc.)

If you want a near first world quality lifestyle then you should try Miraflores http://en.wikipedia.org/wiki/Miraflores_District,_Lima . It is a nice, safe place to live and also has some ok beaches, but the weather is not as warm during the winter. However, it is the nicest area in Peru and has the most entertainment options.

Internet access in Peru is not a problem, but it is not always as fast or reliable as what you are probably used to.

I almost wrote that, in Cali, you have to go looking for trouble.  Well, that is not exactly true.  But, there is a predictability to the violence and risk - perhaps more than currently is the case with Medellin.

No beach, just Rio Panse.
