Contact the Vietnamese consulate or the US consualte in VN for that kind of information. You have to bring some coin with you. For a retirement visa for thailand, you need to be over 50 and have 800000 baht in the bank. Before you slit your wrists. . . that is about 23,000 US dollars. Hmmm- shouldnt be that hard to get her to thailand.

Staying overseas with her is better than coming to Amerika as she will Americanize. It is not a question of if but when.... Thailand is not communist like Vietnam. Take her to Thailand. You can live off of just $550 a month there. Check this out: http://www.retire-on-550-month.com/costofliving_chiangmai.php

Contact an English school in SE Asia and go teach business English to Vietnamese businessmen trying to get into international trade.

Pay is crap, but it'll get you into the country where you can start learning how things work there.
Then just start your own school.

Change in Thai immigration rules- one visa for 90 days and then you are out for 90 days. And no teacher work visas for English teaching without a teaching certificate.
