I'll believe they opened a consulate office there, but not an embassy. Yes, I read the linked newspaper article, but I think the reporter was confused (or at least wrote his story in a confusing manner). To the best of my knowledge, while the US often has several consulate offices in a country, they always have only one embassy. Read the story closely, and despite the fact that the reporter called it "embassy" in the headline and opening sentence, he called it "consulate" everywhere else. But, consulate, embassy or juke joint, apparently they can issue visas, which is the meat of the matter.
