If a person doesn't know what he/she wants, he/she generally doesn't want what they got.

Sometimes we substitute the physical connection, or even the occasional emotional connection, for the real relationship we want to be in.

I'll believe they opened a consulate office there, but not an embassy. Yes, I read the linked newspaper article, but I think the reporter was confused (or at least wrote his story in a confusing manner). To the best of my knowledge, while the US often has several consulate offices in a country, they always have only one embassy. Read the story closely, and despite the fact that the reporter called it "embassy" in the headline and opening sentence, he called it "consulate" everywhere else. But, consulate, embassy or juke joint, apparently they can issue visas, which is the meat of the matter.

True, and I read it again last night. But there used to be a consulate office in Barranquilla and they use to issue visas there ( that is where I got mine as a child we did not travel to Bogota). And it also reads that it will soon have all of the embassy services.  I am thinking the reporter assumed that it would be like before and so did I.

I can tell you in Ecuador that the US Embassy is in Quito, the capital and they only process Tourist, HB and K-1 & K3 Visas. They have a small Consulate in Guayaquil (on the coast) that processes Spousal CR Visas which you cannot get at the actual Embassy in Quito ,so in theory the Consulate in Cartagena could process any type visa  based on the wishes of the Embassy in Bogota. Will they, who knows.
